Federation of Engineering Institutions of South and Central Asia (FEISCA)
AIMS AND OBJECTIVES:
The Federation of Engineering Institutions of south and Central Asia (FEISCA) is an International Organization established with the following objectives:
- to foster co-operation and exchange of information among its National Members, by establishment of a Data Bank or otherwise on select aspects of interest such as engineering enterprise, engineering facilities and education systems;
- to encourage effective engineering manpower development and utilization in the region and to facilitate travel of engineers and engineering student between different countries in the region for the purpose;
- to encourage the formation and to foster the goal-oriented activities of national Associations of Engineers in the region;
- to study problems concerning the education, training and continuing education of engineers in the region and to recommend solutions;
- to motivate engineers to work towards the social and economic development of the countries in the region;
- to promote in co-operation with national governments, regional and international agencies, regional co-operation in utilizing science and technology for development in areas as:
- working for ecological and environmental health;
- improving indigenous engineering capability of the region;
- studying utilization of energy resources of optimum benefits in the region;
- Working for balanced industrial growth and mutually advantageous transfer of know-how and technology and similar activities.
- to advise UN bodies as UNESCO, UNIDO, UNDP etc;
- to advise regional bodies such as SAARC on the priority activities applicable to the region;
- to represent the region in WFEO and other world bodies for fruitful collaborative activities;
- to do any other activities to fulfil the objectives
Background:
The role of professional engineering bodies in assisting the U.N. system was discussed in a co-ordination meeting of non-government organizations engaged in engineering education and training in April, 1978.
This meeting sponsored by UNESCO and held at Paris provided an opportunity for the non-government organizations engaged in education and training to discuss the issues of improving professional collaboration to provide an effective working mechanism to the UNESCO for implementation of the project.
The meeting further indicate the need for UNESCO initiatives in forming Regional Federations. As a result of the Paris meeting formation of a Federation in the UNESCO region of South and central Asia was considered and the first meeting of the Presidents and Secretaries of the Engineering Institutions of this region took place in New Delhi, India in April, 1979 where the decision of form the Federation of Engineering Institutions of South and Central Asia (FEISCA) was formally taken.
It was also decided in the Delhi Preparatory Meeting that the First General Assembly of the Federation would be held at Dhaka, Bangladesh. Accordingly, the 1st General Assembly of the Federation was held at Dhaka on 21-22 March, 1981 under the auspices of The Institution of Engineers, Bangladesh. In fact the Federation took shape at Dhaka with the holding of its 1st General Assembly in 1981.
